About this file
This is a Pricing Submittal Form for an Invitation to Bid (ITB S-24800-00017258) issued by the State of Oregon, Oregon Military Department, for the FY26 Airfield Pavement Bundle project at Portland Air National Guard Base. The project encompasses two primary CLINs: asphalt pavement repair and concrete pavement repair, with work to include crack sealing, fog sealing, patching and repair, full-depth repair, mill and overlay operations, spall repair, pavement slab jacking, partial-depth repair, joint sealing, and pavement markings. The asphalt repair scope includes 5,000 linear feet of crack seal, 5,000 square feet of fog seal, 1,000 square feet of patch and repair, 200 linear feet of pavement markings, and 62,000 square feet of mill and overlay. The concrete repair scope mirrors similar quantities across spall repair (5,000 linear feet), crack sealing (5,000 square feet), pavement slab jacking (1,000 square feet), partial-depth repair (200 linear feet), mill and overlay (62,000 square feet), joint sealing (500 linear feet), and pavement markings (1,000 linear feet). Bids are due July 14, 2026 at 12:30 p.m. Pacific Time, with a mandatory pre-bid conference scheduled for June 30, 2026 at 10:00 a.m. Requests for clarification, brand approval, or changes must be submitted by July 6, 2026 at 1:00 p.m. Pacific Time. Project start is 30 calendar days from Notice to Proceed, with substantial completion required within 300 calendar days and final completion within 330 calendar days.
Pricing is required on a unit-price basis for all line items, with bidders providing total prices for each service element and mobilization costs. Bid security of 10 percent of the total bid amount and performance and payment bonds of 100 percent of the awarded contract amount are required. All bidders must hold valid Oregon Construction Contractors Board (CCB) licensure and register in OregonBuys, with mandatory pre-bid conference attendance required for bid eligibility. Work is subject to Oregon prevailing wage rates and apprenticeship requirements under BOLI regulations for Multnomah County (Region Two). The contract award goes to the lowest responsive base bid with no liquidated damages provision. The contract estimate for bonding ranges from $50,000 to $100,000, with federal funding involved. All subcontractors must maintain CCB licensure, and the project occurs in a restricted military area requiring government escort, FOD training, and coordination through the 142nd Security Forces Squadron Resource Protection Office.
