About this opportunity
The City of New Haven, Connecticut, through its Youth, Family, and Community Engagement Department, is issuing a Request for Qualifications (RFQ) for Extended School Hours Programming for the 2025-2026 school year. The procurement seeks community-based organizations to provide comprehensive programming for New Haven Public Schools (NHPS) students, including school-based and community-based after-school programs, out-of-school time enrichment programs, and family engagement activities. These programs will cover various timeframes such as weekends, summer, vacation breaks, early dismissal days, and holidays. The evaluation process will distribute 100 total points across four key areas: program proposal alignment (25 points), organization capacity and experience (25 points), family and community engagement relevance (25 points), and monitoring and evaluation (25 points). The RFQ was released on June 6, 2025, with responses due by July 29, 2025, at 11:00 am. Respondents must submit detailed documentation including a cost proposal, end-of-year reports, parent engagement activities, and comprehensive information about staffing, background check processes, bilingual capabilities, and data collection methods.
The procurement appears open to various community-based organizations, with a strong emphasis on those capable of leveraging additional funding or grants to sustain programming. No specific set-aside designations for disadvantaged enterprises were explicitly mentioned in the documents. Organizations must provide a Certificate of Insurance, Notarized Disclosure Form, W9 Form, and programming proposals. The contract term is one year with potential for two additional one-year renewals at the City's discretion. While no specific budget range was detailed, the RFQ suggests that organizations with existing funding or grants for programming are particularly encouraged to apply. Notably, failure to include end-of-year reports will result in a 10-point deduction from the overall application score. The district's strategic plan aims to collaborate with community partners to support students' growth, especially as educational resources become more constrained. Submission of a proposal does not guarantee partnership, and future grant opportunities will depend on fund availability.
