About this opportunity
The City of Philadelphia Procurement Department is soliciting quotes for furniture through a micro purchase Requirements contract, with quotes due November 10, 2026 via PHLContracts. No set-aside or preference applies: the City's LBE Program does not apply to small purchases, though vendors must answer mandatory LBE certification questions during submission.
Sellers must quote all listed items to be eligible. The City will award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder. Sellers may not deliver products or provide services until the department notifies them. The contract runs 365 days from the effective date specified in PHLContracts and terminates automatically thereafter without notice. The micro purchase threshold is less than $45,000, adjusted annually by the CPI-U percentage increase from January 1, 2020 and rounded to the nearest $1,000.
Vendors must submit a signed Consent and Authorization Agreement before bid closing, or no quote will be considered. Vendors may attach it to their profile at registration to avoid resubmitting it for later bids. Corporations require signatures from a President or Vice President and a Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer, while LLCs, partnerships, and sole proprietorships require a partner, owner, or other duly authorized signer. Quotes must list unit costs, be submitted electronically, remain valid for 60 days, and cannot be modified after the displayed bid opening time. Prices must be net of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
Sellers must maintain General Liability Insurance with a $500,000 per occurrence limit and Workers' Compensation at statutory limits, naming the City as an additional insured. Payment follows delivery, City approval, and invoice submission by electronic deposit. Sellers must certify they owe no delinquent taxes, liens, or judgments to the City. Procurement Customer Service can be reached at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
