About this file

This document is a Seller SOP (Standard Operating Procedure) Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist serves as a procedural guide for vendors responding to a furniture micro purchase opportunity in Pennsylvania. The bid requires sellers to quote all items listed in order to be eligible for award, with the contract to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must not deliver products or provide services until officially notified by the department. The resulting award will establish a Requirements contract.

The checklist outlines a 13-step submission process that vendors must complete to submit a responsive quote. Key requirements include: confirming seller role in the system, answering mandatory questions regarding Local Business Entity (LBE) certification status (though the LBE Program does not apply to small purchases), entering unit costs for each item, accepting terms and conditions, and submitting a signed Consent & Authorization form with the bid (no quote will be considered without this document on file). Additional optional submissions include the LGBTQ Applicant Opportunity Data Form. Vendors must address all red validation warnings before submission and may attach supporting documentation related to their quote. The checklist emphasizes saving progress throughout the submission process and reviewing the complete quote summary before final submission through www.PHLContracts.phila.gov.
