About this opportunity
The Town of Manchester, Connecticut, located in Hartford County, is seeking bids for Invitation to Bid (ITB) #25/26-5 to furnish and install two 5' x 12' Brasco Interlude Arch transit shelters. The project requires the contractor to assemble and install shelters with specific specifications, including a white aluminum powder-coated finish, curved I-beams, structured polycarbonate roof glazing, clear tempered safety glass wall glazing, and a 65-watt solar lighting package. Each shelter will be accompanied by two Interlude Benches with perforated aluminum seats and one seat divider. The bid was released on September 19, 2025, with a deadline for questions on October 14, 2025, and a bid response deadline of October 16, 2025, at 2:00 pm. Bids must be submitted electronically through the Town's eProcurement Portal, with a bid opening scheduled via Zoom meeting. The contractor must complete the work within 30 calendar days after transit shelters are delivered and provide a one-year warranty against material and workmanship defects.
The procurement includes specific requirements for Disadvantaged Business Enterprises (DBEs), with contractors required to make good faith efforts to meet DBE contract goals and provide documentation of their outreach efforts. The project is subject to various federal and state labor standards, including Davis-Bacon Act provisions, prevailing wage requirements, and anti-discrimination regulations. A 5% bid bond or cashier's check is required, and the Town will retain 5% of the total contract price for one year after substantial completion. While no specific budget range is explicitly stated, the project involves comprehensive labor and material requirements, including living wage provisions and potential hourly rates that vary based on health care benefits. The contract emphasizes compliance with federal funding requirements, including Buy America compliance, and requires extensive documentation of workforce utilization, labor practices, and non-discrimination standards.
