About this opportunity
The City of Tucson is seeking a contractor for the Francisco Elias Esquer Park - Dog Park & Water Harvesting project through Invitation for Bid (IFB) No. 260105. The project involves comprehensive park improvements including dog park construction, bridge and walking path development, and lighting and electrical infrastructure. Specific deliverables include landscape grading, water line installation, tree and shrub planting, irrigation systems, fencing, shade structures, and a prefabricated steel truss pedestrian bridge. The project will follow Pima Association of Governments (PAG) Standard Specifications for Public Improvements and requires a contractor to provide all labor, materials, equipment, and services necessary for park enhancements. The bid was issued on August 13, 2025, with a pre-submittal meeting scheduled for August 20, 2025, at 10:00 am via Microsoft Teams, and bid responses are due on September 18, 2025, at 2:00 pm local Arizona time. Contract duration is anticipated to be 270 consecutive calendar days from the Notice to Proceed, with liquidated damages set at $1,290.00 per calendar day of delay.
The procurement includes specific set-aside provisions for Disadvantaged Business Enterprises (DBE) and Small Business Enterprises (SBE), requiring contractors to demonstrate good faith efforts in DBE participation. Contractors must submit a Subcontractors List, DBE Commitment Form, and comply with federal regulations under 2 CFR Part 200.321. The project has additional federal compliance requirements, including Section 3 provisions mandating that 25% of total labor hours must be worked by Section 3 workers, with 5% specifically performed by Targeted Section 3 workers. The project is funded through the City of Tucson and may involve U.S. Department of Housing and Urban Development (HUD) funding, which introduces additional labor and procurement requirements such as prevailing wage standards and Davis-Bacon Act compliance. The project budget is estimated between $1,000,000 and $5,000,000, with contractors required to be certified through the Arizona Unified Certification Program (AZUCP) and submit comprehensive documentation including a bid bond, contractor responsibility form, and detailed project experience information.
