About this opportunity
The Town of Manchester, Connecticut is seeking sealed bids for project Bid No. 25/26-27, which involves forebay dredging at Center Springs Pond. The project requires the removal of approximately 750 to 1,000 cubic yards of accumulated sediment within the sediment forebay, including installation, maintenance, and removal of erosion and sedimentation controls, water handling, forebay dewatering, installation of a riprap berm, and incidental work. Bidders must submit comprehensive documentation including a 5% bid bond, bidder qualifications, references, a non-collusion affidavit, and a conflict of interest statement. The project is time-sensitive, with all work required to be completed by March 1, 2026, and contractors must commit to working continuously once mobilized. Sealed bids will be accepted via the Town's eProcurement Portal until 2:00 pm on Tuesday, December 9, 2025, with a question submission deadline of December 5, 2025 at 4:00 pm. The bid opening will be conducted virtually via Zoom, with an anticipated contract award approximately two weeks after bid opening.
The procurement includes specific Disadvantaged Business Enterprise (DBE) requirements for federal-funded projects, mandating fair competition and documentation of DBE participation efforts. Contractors must comply with federal DBE goals, maintain detailed records of DBE subcontractor performance, and adhere to non-discrimination policies. The project is subject to prevailing wage requirements under Connecticut General Statute 31-53, with wage rates specific to dredging classifications. Bidders must also complete a Living Wage Certification Form and comply with the Manchester Living Wage Ordinance. Additional requirements include obtaining all necessary permits, providing performance and labor/materials payment bonds each equal to 100% of the contract price, and ensuring all workers complete a 10-hour OSHA Construction Safety and Health Course. While no specific budget range is explicitly stated, the project involves multiple line items including mobilization, erosion controls, water handling, sediment removal, riprap installation, and lawn restoration, suggesting a substantial municipal infrastructure investment.
