About this file
This is a Special Provisions document outlining Disadvantaged Business Enterprise (DBE) requirements for federal-funded projects administered by the Town of Manchester, Connecticut. The document establishes mandatory DBE participation goals and procedures for the Forebay Dredging at Center Springs Pond project (Bid No. 25/26-27). The project scope includes removal of approximately 750 to 1,000 cubic yards of accumulated sediment from the sediment forebay, installation and maintenance of erosion and sedimentation controls, water handling, forebay dewatering, riprap berm installation, and incidental restoration work. Sealed bids are due by 2:00 pm on Tuesday, December 9, 2025, via the Town's eProcurement Portal, with a question submission deadline of December 5, 2025 at 4:00 pm. The virtual bid opening will occur via Zoom following the submission deadline, with contract award anticipated approximately two weeks thereafter. All work must be completed by March 1, 2026, and contractors are required to mobilize and work continuously once engaged.
The DBE requirements mandate that contractors demonstrate fair competition and document all DBE participation efforts in accordance with federal goals. Contractors must maintain detailed records of DBE subcontractor performance and comply with federal non-discrimination policies. The project is subject to prevailing wage requirements under Connecticut General Statute 31-53, with dredging-specific wage classifications, and contractors must complete a Living Wage Certification Form and comply with the Manchester Living Wage Ordinance. Additional requirements include performance and labor/materials payment bonds each equal to 100% of the contract price, obtaining all necessary permits, and ensuring all workers complete a 10-hour OSHA Construction Safety and Health Course. Bidders must submit a 5% bid bond, qualifications documentation, references, a non-collusion affidavit, and a conflict of interest statement.
