About this file

This is a Labor and Material Payment Bond document issued by the Town of Manchester, Connecticut for a forebay dredging project at Center Springs Pond (Bid No. 25/26-27). The bond is executed simultaneously with a performance bond and requires the principal contractor to pay for all labor and materials furnished by themselves or their subcontractors for use in the project. Sealed bids for the project are due by 2:00 pm on Tuesday, December 9, 2025, via the Town's eProcurement Portal, with a question submission deadline of December 5, 2025 at 4:00 pm. The bid opening will be conducted virtually via Zoom, with an anticipated contract award approximately two weeks after opening. All work must be completed by March 1, 2026, and contractors must commit to working continuously once mobilized. The project scope includes removal of approximately 750 to 1,000 cubic yards of accumulated sediment from the sediment forebay, installation and maintenance of erosion and sedimentation controls, water handling, forebay dewatering, installation of a riprap berm, and incidental work.

The bond amount equals 100% of the contract price and is governed by Connecticut General Statutes sections 49-41, 49-41a, 49-41b, 49-42, and 49-43. Bidders must submit a 5% bid bond, bidder qualifications, references, a non-collusion affidavit, and a conflict of interest statement. The project is subject to federal Disadvantaged Business Enterprise (DBE) requirements with mandatory documentation of DBE participation efforts. Prevailing wage requirements apply under Connecticut General Statute 31-53 for dredging classifications, and contractors must complete a Living Wage Certification Form in compliance with the Manchester Living Wage Ordinance. Additional requirements include obtaining necessary permits, providing both performance and labor/materials payment bonds each equal to 100% of the contract price, and ensuring all workers complete a 10-hour OSHA Construction Safety and Health Course. No specific budget amount is stated; however, the project involves multiple line items including mobilization, erosion controls, water handling, sediment removal, riprap installation, and lawn restoration.
