About this file
This is a Performance Bond template document for the Town of Manchester, Connecticut, designed to ensure contractor compliance with municipal contract obligations. The bond secures performance on contracts awarded by the Town, with the Principal (contractor) and Surety (bonding company) jointly liable to the Town as Obligee. The bond covers contract performance, faithful completion of work, and compliance with prevailing wage requirements applicable to the specific project. For the related Forebay Dredging at Center Springs Pond project (Bid No. 25/26-27), bidders must submit a performance bond equal to 100% of the contract price along with a 5% bid bond. Sealed bids are due via the Town's eProcurement Portal by 2:00 pm on Tuesday, December 9, 2025, with a question submission deadline of December 5, 2025 at 4:00 pm. The project involves removal of approximately 750 to 1,000 cubic yards of accumulated sediment from the forebay, including erosion and sedimentation controls, water handling, dewatering, riprap installation, and restoration work. All work must be completed by March 1, 2026, with contractors required to work continuously once mobilized. The contract award is anticipated approximately two weeks following the bid opening, which will be conducted virtually via Zoom.
The performance bond obligates the surety to either complete the contract or provide sufficient funds to cover completion costs should the principal default, with liability capped at the bond amount. Contractors must comply with Connecticut prevailing wage requirements under General Statute 31-53 for dredging classifications and submit a Living Wage Certification Form per the Manchester Living Wage Ordinance. Federal Disadvantaged Business Enterprise (DBE) requirements apply, mandating fair competition, documentation of DBE participation efforts, and detailed records of subcontractor performance. Additionally, all workers must complete a 10-hour OSHA Construction Safety and Health Course, and contractors must obtain all necessary permits. Bidders must submit comprehensive documentation including bidder qualifications, references, a non-collusion affidavit, and a conflict of interest statement. The performance bond remains in full force unless the principal promptly and faithfully performs the contract and certifies compliance with prevailing wage requirements, at which point the bond obligation becomes null and void.

THAT ___________________________________________________________as Principal, Hereinafter called "PRINCIPAL," and _______________________________
________________________ as Surety, hereinafter called "SURETY," are held and firmly bound unto the Town of Manchester, Connecticut, as Obligee, hereinafter called "TOWN," in the amount of
