About this opportunity

Williamson County, Texas is soliciting proposals from qualified vendors to provide turnkey food truck scheduling and management services at the Williamson County Administrative Headquarters Building and surrounding campus in Georgetown, Texas. The primary deliverables include recruitment and vetting of food truck vendors, scheduling and calendar management, compliance monitoring, customer service support, and coordination of breakfast and lunch service across two designated food truck parking spots to serve approximately 200+ full-time county employees, elected officials, 200-300 daily public visitors, and 300 employees at nearby campus buildings. Key objectives include offering safe, diverse, and high-quality food options during service hours of 11:00 AM to 1:00 PM, Monday through Friday, with breakfast service required on Tuesdays only while maintaining efficient scheduling, regulatory compliance, and minimal disruption to county operations. Respondents must demonstrate qualifications through submission of key personnel listings, complete food truck and menu proposals with pricing, scheduling availability options, complaint handling procedures, insurance documentation, and three client references demonstrating corporate campus and rotating food truck scheduling experience. Evaluation criteria are weighted as follows: respondent qualifications and ability to meet county needs (25 points), quality and variety of proposed food truck selections (25 points), service mark-up pricing on food and beverages (25 points), client references with corporate campus experience (15 points), and menu pricing affordability within Georgetown market rates (10 points). The proposal submission deadline is Monday, May 4, 2026 at 3:00 PM CST, with a virtual RFP closing meeting scheduled for the same date via Microsoft Teams; an optional pre-solicitation meeting is scheduled for Thursday, April 16, 2026 at 2:00 PM CST. The resulting contract will be a four-year initial term with two optional one-year renewal periods, with a desired service start date of July 1, 2026.

Respondents must comply with multiple Texas Government Code provisions, including restrictions on boycotting Israel (Chapter 2271), prohibitions on business with sanctioned countries (Chapter 2252), restrictions on boycotting energy companies (Chapter 2276), and prohibitions on boycotting firearm and ammunition industries (Chapter 2274), with most certifications applying only to companies with ten or more full-time employees and contract values of $100,000 or more; respondents must also certify they have not been debarred from doing business in Texas and have not engaged in collusive bidding practices. A local preference provision applies under Texas Local Government Code Section 271.905 for respondents whose principal place of business is in Williamson County. No taxpayer funds will be allocated to this contract; instead, the successful respondent will be compensated through a mark-up or service fee on food sales generated by participating vendors, eliminating specific budget allocations or award values. The County will provide two designated concrete pads with power and water connections for on-site food trucks, and respondents must furnish all services, insurance, staff, fuel, and other expenses required to perform the contract with no additional fees permitted beyond the stated mark-up percentages. The County reserves the right to reject any or all proposals, conduct finalist interviews at its discretion, and negotiate terms with selected respondents, and any awards made by Williamson County may be adopted by other agencies through piggyback provisions, excluding professional services contracts.
