About this file
This is a Proposal Affidavit document from Williamson County, Texas, establishing certification and compliance requirements for respondents submitting proposals for Food Truck Management and Scheduling Services at the Williamson County Administrative Headquarters Building in Georgetown, Texas. The solicitation seeks a primary vendor capable of providing turnkey food truck scheduling and management services to offer safe, diverse, and high-quality food options for breakfast and lunch to county employees and visitors. The resulting contract will be structured as a multi-year agreement with the objective of ensuring efficient scheduling, regulatory compliance, and minimal operational disruption to county facilities.
The affidavit requires respondents to certify compliance with multiple Texas Government Code provisions, including restrictions on boycotting Israel (Chapter 2271), prohibitions on business with sanctioned countries and organizations (Chapter 2252), restrictions on boycotting energy companies (Chapter 2276), and prohibitions on boycotting firearm and ammunition industries (Chapter 2274). Most of these certifications apply only to companies with ten or more full-time employees with contract values of $100,000 or more paid from public funds, with specific exceptions available for entities excluded from federal sanctions regimes. Additionally, respondents must certify they have not been debarred from doing business in Texas and have not engaged in collusive bidding practices within the past six months. The document acknowledges that awards made by Williamson County may be adopted by other agencies through piggyback provisions, excluding professional services contracts.
