About this opportunity

Midlands Technical College, located in Richland County, South Carolina, is seeking a franchised fast-food contractor to provide food services at its Airport and Beltline campuses through a Request for Proposal (RFP) issued by the State Fiscal Accountability Authority's Division of Procurement Services. The contractor must deliver court-style fast food service, including sandwiches, salads, fruits, and desserts to approximately 15,000 credit students, 30,000 non-credit students, and 1,350 faculty and staff. Minimum operating hours are 8:00 a.m. to 3:00 p.m. Monday through Thursday and 8:00 a.m. to 1:00 p.m. on Fridays, with potential expansion based on student demand. The solicitation requires a contractor with at least five full-service restaurants operating for a minimum of five years. Proposal evaluation will be based on technical quality (40 points), organizational experience and capabilities (35 points), and commission on gross sales (25 points), with potential bonus points for financial scholarships. Key submission deadlines include November 14, 2022, at 11:00 a.m. EST for questions and December 5, 2022, at 11:00 a.m. EST for proposal submissions, with an anticipated award date of February 6, 2023.

The contract will have an initial one-year term with four one-year renewal options, for a maximum contract period of five years (February 16, 2023, to February 15, 2028). Bidders must propose a guaranteed commission of 12 percent or higher based on gross sales less sales tax, with the estimated annual sales projection of $252,283.00. The current provider is Subway Real Estate Corporation, which returns a 12% commission to the College. Interested parties must register for a South Carolina vendor number and verify their entity type before submission. The contractor will be responsible for providing all food, supplies, equipment, and personnel at their own expense, maintaining facilities in compliance with USDA, FDA, and NSF standards, and handling employee-related expenses including uniforms, training, background checks, and drug tests. The College will provide facilities, utilities, custodial service, pest control, building maintenance, and fire extinguisher maintenance. No up-front cash expenditures or additional equipment funding will be provided by the College for start-up costs. Additionally, coffee and beverage services have been separately awarded to Barnes and Noble College through a concurrent bookstore management contract, which limits this solicitation to fast food services only.
