About this file
This is Amendment 1 to a Request for Proposal issued by the State Fiscal Accountability Authority, Department of Procurement Services, on behalf of Midlands Technical College in South Carolina for food services. The College seeks a Franchised Fast-Food Contractor with at least five full-service restaurants that have been in operation for a minimum of five years to provide fast food services at its Airport and Beltline campuses. The service area encompasses approximately 15,000 credit students divided nearly equally between the two campuses, with roughly 30% attending evening classes, approximately 30,000 non-credit students with 70% utilizing the Airport and Beltline locations, and approximately 1,350 faculty and staff across both campuses. The contractor must provide services Monday through Friday during both day and evening class schedules. The offer submission deadline is December 5, 2022, at 11:00 AM EST, with questions to be received by November 14, 2022, at 11:00 AM EST. No pre-bid conference or site visit is scheduled. The award is expected to be posted on February 6, 2023.
The amendment clarifies that coffee and beverage services have been separately awarded to Barnes and Noble College through a concurrent bookstore management contract, limiting the scope of this solicitation to fast food services only. Offerors must submit one original technical proposal marked "Original," one redacted technical copy marked "Redacted," one original price proposal marked "Original," and one price copy marked "Copy," all in electronic format through the procurement website. Offers must remain open for a minimum of 160 calendar days following the opening date. All other terms, conditions, bidding instructions, and specifications from the original Request for Proposal remain unchanged. Interested parties must register for a South Carolina vendor number and verify their entity type (sole proprietorship, partnership, corporation, government entity, or other) before submission.
