About this opportunity
The Michigan Department of Health and Human Services is issuing Request for Proposal No. 260000001065 for comprehensive nutritional services at two state psychiatric facilities in Washtenaw County: the Center for Forensic Psychiatry (CFP) in Saline and the Southeast Michigan Psychiatric Hospital (SMPH) in Northville. The contractor will assume full responsibility for all on-site food service operations, including meal planning, production, procurement, sanitation, staffing, and operational oversight for approximately 266 daily patients at CFP and 75-150 patients at SMPH during its phased opening. The scope includes provision of breakfast, lunch, and dinner daily with multiple entree options, therapeutic and texture-modified diets compliant with International Dysphagia Diet Standardization Initiative (IDDSI) standards, religious and cultural meal accommodations (Kosher, Vegan-Kosher, and Halal), and specialized services including bagged meals for evaluations, holiday meals, emergency feeding, and employee meals. The contractor must employ a full-time Registered Dietitian Food Service Manager at each facility with minimum three years of healthcare foodservice management experience and meet comprehensive regulatory standards including The Joint Commission, Centers for Medicare & Medicaid Services, Michigan Modified Food Code, and National School Lunch Program requirements. A mandatory pre-proposal meeting and facility tour is scheduled for May 12, 2026, with separate sessions at SMPH (9:00 a.m.) and CFP (approximately 10:00 a.m.); written questions must be submitted by May 15, 2026, with answers posted by May 20, 2026. The proposal deadline is May 28, 2026, at 1:00 p.m. Eastern Time, with contract operations commencing October 1, 2026, and extending through September 30, 2028, plus renewal options for up to six additional one-year periods at the State's discretion. The RFP includes comprehensive service-level agreements with financial credits for non-compliance in nine key areas including menu accuracy, delivery timeliness, sanitation compliance, staffing coverage, training completion, infection control documentation, quarterly review participation, invoicing accuracy, and corrective action timelines.
The RFP includes affirmative action requirements for small and minority businesses, women's business enterprises, and labor surplus area firms through subcontracting, consistent with federal procurement standards applicable to federally funded contracts. The contractor must comply with extensive federal provisions including Equal Employment Opportunity requirements, System for Award Management (SAM) debarment and suspension verification, Byrd Anti-Lobbying Certification for contracts exceeding $100,000, and Clean Air Act and Federal Water Pollution Control Act compliance for contracts exceeding $150,000. The contractor must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Umbrella or Excess Liability ($5,000,000 per occurrence/$10,000,000 aggregate), Automobile Liability ($1,000,000 per accident), Workers Compensation and Employers Liability ($500,000 per accident), Privacy and Security Liability ($1,000,000), and Crime/Fidelity Insurance ($1,000,000 employee theft per loss), with the State of Michigan named as an additional insured. SMPH will receive a minimum meal-count guarantee during the start-up period (125 meals daily for six months, 150 meals for months 7-12, and 175 meals thereafter), with invoicing based on the greater of actual meals served or the guaranteed minimum, and pricing submitted on Schedule B must remain firm for the initial 365-day period. The RFP documents do not specify the total contract value or budget range, award dates, or incumbent contractor information, requiring potential bidders to contact the State for estimated annual meal volumes and associated pricing guidance based on the detailed meal-unit requirements outlined in the pricing worksheet.
