The procurement involves the replacement of signage displays across three floors, including one 55-inch display with player/switch and wall mount on the first floor, four 55-inch displays with mixed ceiling and wall mounting on the second floor, and four 55-inch displays with new wall mounts and removal of existing poles on the third floor. The resulting contract will have a three-year term. Proposers must meet minimum qualifications including five years of experience with similar services, legal authorization to do business in California, SAM.gov registration, and required insurance coverage including cyber liability of $5,000,000 per occurrence for privacy and network security. Evaluation will be based on project approach (27.3%), firm qualifications (22.7%), team qualifications (18.2%), and price (22.7%), with preferential points available for qualifying businesses.
The County of San Mateo has adopted a local procurement preference ordinance that may provide scoring bonuses to local businesses, non-profits, small businesses, and micro businesses submitting proposals. No specific incumbent contractor is identified in the RFP documents. Contractors must comply with extensive regulatory and operational requirements applicable to San Mateo Medical Center contracts, including Section 504 Rehabilitation Act compliance, HIPAA Business Associate obligations for any personnel potentially accessing protected health information, fingerprinting certification for any employees with child contact, Living Wage Ordinance requirements (with rates adjusted annually based on the CPI-U), vendor and contractor access policies for County facilities and networks, intellectual property assignment to the County for all work products, and corporate compliance code of conduct standards. The RFP documents do not specify a budget range, funding source, or anticipated award value; however, submission of proposals constitutes consent to public record disclosure of all materials without confidentiality protection. All successful contractors and their subcontractors must execute comprehensive service agreements incorporating workers' compensation and liability insurance minimums of $1,000,000 each, along with professional liability insurance of $1,000,000.
