About this file
This is a Corporate Compliance Code of Conduct document for third-party contractors working with San Mateo Medical Center (SMMC), a public hospital and clinic system in San Mateo County, California. The document outlines SMMC's commitment to compliance with all Federal, State, and governmental health care program requirements, requiring contractors to submit accurate reports and claims consistent with applicable regulations. Contractors must report suspected violations of Federal health care program requirements to the SMMC Compliance Officer within fifteen (15) days of discovery, with the option to use the SMMC Disclosure Program via the Compliance Hotline at (800) 965-9775. The code of conduct applies to the FOHC Lobbies AV project, which involves audiovisual system installation and upgrades at Fair Oaks Health Center, with proposals due March 18, 2026, at 1:00 PM and a resulting three-year contract term.
The code of conduct prohibits contractors from offering, giving, or accepting kickbacks, bribes, payments, gifts, or things of value in relation to business or regulatory relationships with SMMC, and requires contractors to avoid financial or business activities that interfere with performance of contractual duties or involve misuse of SMMC or County property, facilities, or resources. Contractors must cooperate fully in compliance audits and certify their understanding and commitment to the code through an authorized representative. SMMC is committed to non-retaliation and maintains confidentiality and anonymity for disclosures, with non-compliance potentially resulting in contract termination and other legal penalties. No specific budget or funding amount is identified in the compliance document; however, the broader RFP requires contractors to meet minimum qualifications including five years of relevant experience, California business authorization, SAM.gov registration, and insurance coverage including cyber liability of $5,000,000 per occurrence, along with workers' compensation and liability insurance minimums of $1,000,000 each.
