About this opportunity
The State of Maine, Department of Administrative and Financial Services, Office of State Procurement Services, is issuing a Request for Quotations (RFQ #15A260226-0211) on behalf of the Department of Defense, Veterans and Emergency Management - Military Bureau for custodial services at FMS#3 Bangor Building 250, located at 167 Florida Avenue, Bangor, Maine, covering approximately 2,212 square feet of work center space. The procurement seeks comprehensive custodial and janitorial services including daily and weekly tasks such as trash and recycling removal, carpet vacuuming, floor sweeping and mopping, restroom cleaning and sanitization, entrance mat maintenance, drinking fountain cleaning, and exercise equipment cleaning; monthly tasks including appliance exterior wiping, light fixture cleaning, and baseboard washing; quarterly deep cleaning of tiled bathroom floors and high-level dusting; semi-annual tile and carpet cleaning; and annual strip-and-refinish work on vinyl composition tile and carpet shampooing. The contractor must provide all custodial supplies including toilet paper with minimum 20% post-consumer fiber, paper towels with minimum 40% post-consumer fiber, trash bags with minimum 10% post-consumer content, liquid bathroom soap, urinal tablets, and PFAS-free shower curtains, as well as all custodial equipment including commercial/industrial-grade vacuum cleaners with HEPA filters, carpet cleaning equipment with minimum 50 PSI capability and 100 inches of water lift, and floor buffers. All work must be performed during facility operating hours of 7:30 a.m. to 4:00 p.m., with scheduling negotiated between the contractor and the Program Administrator, and no work on state or federal holidays. Key evaluation criteria include best-value assessment with award made to the lowest-priced compliant bidder, except that the State may reject the lowest bidder if documented poor performance or contract termination occurred within the five years preceding the bid. Performance evaluations use an Excellent, Good (Meets Expectations), Needs Improvement, or Not Applicable scale, with four or more negative responses or consecutive Needs Improvement ratings triggering a two-week correction period and potential termination with thirty days' notice. Critical deadlines include a mandatory walk-through at 11:00 a.m. on March 17, 2026 (advance coordination required by noon on March 16, 2026, by contacting Ken Merrifield at 207-430-6335), questions due by March 19, 2026, at 12:00 p.m., and quotations due by 4:00 p.m. on March 30, 2026.
Bidders must be certified Work Centers as defined in 5 MRSA 1826-B.2, representing a set-aside designation limiting competition to entities meeting this specific statutory requirement. The contract term runs from May 1, 2026, through April 30, 2027, with two optional renewal periods: May 1, 2027, through April 30, 2029 (two years), and May 1, 2029, through April 30, 2031 (two years), creating a potential five-year contract duration. All contractor personnel must pass a federal background check conducted by the Department of Defense, Veterans and Emergency Management before facility access is granted. Insurance requirements include Workers' Compensation and Employer's Liability, Commercial General Liability of $300,000 per occurrence with contractual liability and products and completed operations coverage, and Automobile Liability of $300,000 per occurrence. Submission requirements include cost quotations using the provided FMS3 RFQ Custodial Breakdown Bid Worksheet in Excel format with pricing categorized by daily/weekly/monthly tasks, quarterly tasks, semi-annual tasks, and annual tasks, along with required attachments including quote on company letterhead, insurance information, Appendix A (Bid Cover Page and Responsible Bidder Certification), and Appendix D (Subcontractor information and Disaster Recovery Plan). While specific budget ranges are not disclosed in the solicitation documents, pricing is determined through competitive bidding with contract payment made monthly based on services successfully provided and invoices decremented for any incomplete scheduled tasks.
