The Florida Department of Environmental Protection (FDEP) is issuing a Request for Proposals (RFP) for the Florida Seafloor Mapping Initiative (FSMI), which aims to provide statewide stakeholders with accessible, high-quality, and high-resolution seafloor data of Florida's coastal waters within the continental shelf. The FSMI will support various applications, including infrastructure, habitat mapping, restoration projects, emergency response, coastal resilience, and hazard studies. FDEP may award up to five contracts per data collection method (LiDAR, shallow water multibeam echosounder, and deep water multibeam echosounder) for each of the six regions of the state: Panhandle, Big Bend, West, Keys, Southeast, and Northeast. Respondents must submit technical and price proposals by May 5, 2022, and FDEP anticipates making award decisions on or about June 14, 2022. The initial contract term is upon execution until September 1, 2026, with up to four renewal years at FDEP's discretion.
The RFP does not include any set-aside designations or restrictions on the types of organizations that can respond. FDEP encourages participation from minority-owned, veteran-owned, and woman-owned businesses, and provides award preferences for equal scores. The RFP does not identify any incumbent vendors or current contractors, and the total available funding is not specified. Pricing for this contract will be based on a fixed unit rate per square kilometer, and FDEP will use a lowest quote method to award work assignments over $35,000 and a direct assignment method for services under $35,000 or unique capabilities.
