About this file

The document appears to be Addendum No. 2 to a Request for Proposal (RFP) issued by the Florida Department of Environmental Protection (DEP) for the Florida Seafloor Mapping Initiative (FSMI). The FSMI project aims to provide statewide stakeholders with accessible, high-quality, and high-resolution seafloor data of Florida's coastal waters within the continental shelf to support various applications. The addendum contains revised price sheets (Form D) for LiDAR data collection, shallow water multibeam echosounder (MBES) acquisition, and deep water MBES acquisition, with the option to renew the contract for up to four additional years. Contractors must provide unit costs for each region and data collection method, and the DEP will assign work to selected contractors based on subsequent Requests for Quote. All data acquisition, processing, and deliverables must follow specific industry standards and guidelines.

The pricing provided in the revised Form D must include all necessary costs to provide the required services, and the contractor's proposed rates for each task assignment shall not exceed their established rates identified in the price sheet. The addendum also provides clarification regarding the applicability of certain Florida statutes and the absence of any minimum amount of work guaranteed to the selected contractors.

LiDAR Addendum No. 2 - Revised Form D

PRICE SHEET

Submittal of and use of this form for responses is required.
SECTION I - LiDAR Acquisition

Awards are to be made by region for each Data Collection Method identified within, for both the initial and renewal terms. Respondents must provide a unit cost for each region that they would like included as part of this proposal. Contracts will not be awarded for any region where the respondent did not provide a unit cost for both the initial and renewal terms for their selected region(s) (i.e. if you provide an initial term price for the Panhandle Region you must also provide a renewal term price for the Panhandle Region).

The Respondent shall provide rates for the LiDAR data collection services described below. The area to be covered by FSMI is divided by region and by depth for planning purposes (see Attachment 10 of the Contract). There are no limits to the number of regions that a contractor can propose to cover, as long as the area falls within the boundaries of the FSMI, and the contractor meets all of the required data quality levels. The prices must include the cost of all things necessary to provide the services described in this Solicitation and the Respondent’s Proposal. There is no minimum amount of work guaranteed to any contractor as a result of being selected and placed under contract. The Department shall assign work to any selected contractor based on a subsequent Request for Quote following the Work Assignment Process outlined in the Scope of Work. The contractor’s proposed rates for each task assignment shall not exceed their established rates identified in the Price Sheet.
All LiDAR data acquisition, processing, and creation of derivative products under the FSMI Scope of Work (SOW) shall follow the USGS-NGP guidelines and specification described in the Lidar Base Specifications, 2021 rev. A, unless otherwise specified by FDEP in the SOW. A copy of these standards can be found online at: https://www.usgs.gov/ngp-standards-and-specifications/lidar-base-specification-online.
Accuracy Reporting shall follow methods set forth by the ASPRS and described in the ASPRS Positional Accuracy Standards for Digital Geospatial Data, 2014 ver. 1.0. A copy of these standards can be found at: https://www.asprs.org/a/society/committees/standards/Positional_Accuracy_Standards.pdf
All data shall be delivered via a Classified Point Cloud. Point cloud datasets shall be delivered conforming the ASPRS LAS file format, version 1.4-R15 (a copy of this document can be found at: http://www.asprs.org/wp-content/uploads/2019/07/LAS_1_4_r15.pdf). All final deliverable products shall be delivered through a shared Azure cloud storage and workspace, hosted by the Department with Ingress and Egress costs to be the responsibility of the Department. The contractor shall maintain one (1) year of availability of all data in the cloud. The shared Azure workspace shall allow FDEP to run quality assurance scripts. (Addendum No. 2 Modification)
The Department has the option to renew the Contract for up to four (4) additional years after the initial contract term. Exercise of the renewal option is at the Department’s sole discretion.
The contractor shall be responsible for obtaining all necessary permits to perform the LiDAR or bathymetric data acquisition, which may include, but are not limited to, permits for acquisition of data in controlled or restricted airspace and access to control points on the ground.
Respondent must not alter this Price Sheet except to include the pricing information requested below. Any footnotes, notations, and exceptions made to this form by the Respondent will not be considered, and inclusion of any such items may be grounds for a Proposal being rejected as nonresponsive and not eligible for Award.
