About this opportunity
The Florida Department of Agriculture and Consumer Services, Office of Energy, is requesting Statements of Qualifications from licensed General Contractors to establish a Qualified Contractor Network for the Florida Energy Saver Program, with sealed proposals due September 14, 2026 at 5:00 PM ET and public opening September 15, 2026 at 10:00 AM ET.
This is a federally funded initiative (U.S. Department of Energy grants DE-SE0000085 and DE-SE0000029) implementing two distinct energy efficiency rebate programs: the Whole Home Efficiency Rebate Program (HOMES) offering rebates up to $20,000 per single-family dwelling for projects achieving 35% or greater energy savings, and the High-Efficiency Electric Home Rebate Program (HEEHR) providing rebates up to $14,000 for qualified appliances and electrical upgrades. Respondents must hold current Florida general contractor licenses and demonstrate financial capacity to float project costs for approximately 45 days after installation pending post-installation verification and quality assurance inspection.
Qualification criteria emphasize experience on at least 20 single-family homes and 10 multi-family buildings involving energy efficiency upgrades and retrofits. Contractors must provide five years of annual construction gross revenue, bonding capacity documentation, State of Florida Corporate Registration, and details of their administrative staff structure including Building Performance Institute certifications and subcontractor network. Responding contractors must propose a maximum percentage rate for administrative fees applied to all project costs.
The contract term runs through January 30, 2029, with provisions for a single six-month extension and renewal periods not exceeding three years or the original agreement term. Compensation is structured as a fixed price amount per eligible program assignment per the Department Project Work Order, with 5% retainage applied. Contracts are subject to 2 CFR Part 200, SAM registration requirements, and federal acquisition regulations. Payment reductions of 5% apply for delays exceeding 30 days; termination is possible for delays exceeding 60 days. Contracts are terminable for convenience with 15 days' notice or for cause after 30 days' opportunity to cure. Work is performed across designated regions within Florida as specified in FESP Regional Designations.
