About this file
This is a Contractor Experience and Financial Questionnaire form issued by the Florida Department of Agriculture and Consumer Services for RFP OOE 25 26 73 related to the Florida Energy Savers Program. The document requests qualifications from licensed General Contractors to establish a Qualified Contractor Network for the implementation of two distinct energy efficiency rebate programs: the Whole Home Efficiency Rebates and the Home Electrification and Appliance Rebate. Regional General Contractors (RGCs) will be responsible for submitting payment requisitions to the Department for project cost reimbursement and must pay subcontractors within 14 calendar days of invoice receipt for completed work. The RGCs must demonstrate financial capacity to float project costs for approximately 45 days after installation to accommodate post-installation verification and quality assurance inspection processes. Sealed proposals are due September 14, 2026, at 5:00 PM ET, with public opening scheduled for September 15, 2026, at 10:00 AM ET.
Responding contractors must provide comprehensive financial and organizational information including business structure, years in construction, bonding capacity, and annual construction gross revenue for the previous five years, along with a copy of their State of Florida Corporate Registration. Contractors should propose a maximum percentage rate for administrative fees applied to all project costs. The questionnaire requires documentation of relevant project experience, specifically requesting the ten most recent projects involving energy efficiency upgrades and retrofits for residential, multi-family buildings, and public housing facilities, with preference given to contractors with experience on at least 20 single-family homes and 10 multi-family buildings. Contractors must detail their administrative staff structure, key personnel qualifications including Building Performance Institute certifications, project management systems, subcontractor network capacity, and construction phase scheduling methodologies. Supporting documentation for each category may be provided in narrative format not to exceed 12 pages, or through images, charts, and tables as attachments.
