About this file

This is a memorandum from the Florida Department of Agriculture and Consumer Services, Office of Energy, announcing a Request for Proposals for the Florida Energy Savers Program Qualified Contractor Network. The solicitation seeks Statements of Qualifications from licensed General Contractors to establish a network for implementing two federally funded energy efficiency rebate programs: the Whole Home Efficiency Rebate Program (HOMES) and the High-Efficiency Electric Home Rebate Program (HEEHR). Sealed proposals are due September 14, 2026 at 5:00 PM ET with public opening scheduled for September 15, 2026 at 10:00 AM ET. An informational presentation for interested vendors is available via the program website. The contract term extends through January 30, 2029, with provisions for a single six-month extension and renewal periods not exceeding three years or the original agreement term. Contractors should submit questions in writing to ConstructionBids@FDACS.gov within the timeframe specified in the RFP timeline.

Respondents must hold current Florida general contractor licenses and demonstrate experience on at least 20 single-family homes and 10 multi-family buildings involving energy efficiency upgrades. Contractors must provide five years of annual construction gross revenue, bonding capacity documentation, and details of administrative staff structure including Building Performance Institute certifications. The HOMES program offers rebates up to $20,000 per dwelling for projects achieving 35% or greater energy savings, while HEEHR provides rebates up to $14,000 for qualified appliances and electrical upgrades. Compensation is structured as a fixed price per eligible program assignment with 5% retainage applied. Contractors must propose a maximum percentage rate for administrative fees on all project costs and demonstrate financial capacity to float project costs for approximately 45 days pending post-installation verification.
