About this opportunity
The Georgia World Congress Center Authority (GWCCA) is issuing a Request for Proposals (RFP) for a comprehensive Floor Care Program to service multiple facilities across its campus, including the Georgia World Congress Center, Centennial Olympic Park, Mercedes-Benz Stadium, Signia by Hilton Atlanta, and Savannah Convention Center. The procurement seeks a single qualified contractor to provide year-round carpet and terrazzo floor care services covering approximately 786,457 square feet of carpet and specified terrazzo areas. Services include deep cleaning, maintenance, honing, and testing to extend floor life and meet manufacturer warranty requirements, with carpet cleaning combining dry cleaning and annual hot water extraction at frequencies ranging from one to three times annually based on traffic levels, and terrazzo services including dust mopping, auto-scrubbing, and honing to 800-grit finish with gloss readings between 70-90. All services will occur overnight between 8:00 PM and 6:00 AM to accommodate 24/7 facility operations. Proposers must demonstrate a minimum of five consecutive years' experience in similar large-scale facility services and provide three references from convention centers, theaters, or similar venues exceeding 1,000,000 square feet. Proposals will be evaluated on qualifications (70 percent) and cost (30 percent), with submissions limited to 50 pages (preferably 25 double-sided). Critical deadlines include a mandatory pre-proposal site visit on May 12, 2026, at 10:00 AM; written questions due by May 14, 2026; and proposal submission deadline of May 26, 2026, at 10:00 AM, with interviews scheduled thereafter.
The RFP does not explicitly reference set-asides for disadvantaged enterprises or restrictions on organizational types, though all contractors must comply with E-Verify requirements, maintain drug-free workplace policies, and adhere to non-discrimination requirements. No incumbent vendors or current contractors are identified in the procurement documentation. Contractors must provide monthly billable rates separately for carpet specialty care and terrazzo specialty care, inclusive of all equipment, chemicals, labor, and testing costs, and must secure a performance bond or irrevocable letter of credit in the amount of $500,000 annually. While no specific budget or award value is listed in the procurement, the scope of services across five major facilities suggests a substantial annual contract value. Submissions must include a notarized proposal certification form, security and immigration compliance affidavit, non-discrimination certification, reference sheet, qualification statement, and detailed plans for operations, staffing models with certifications, safety programs, and work tracking platforms accessible to the Authority. A strict restriction on communication is in effect; interested firms are prohibited from communicating about the solicitation with any staff or officials of the Authority, GWCC, or other facilities except through authorized question submission channels, with violations subject to rejection of the submittal.
