About this opportunity

The State of Delaware, Office of Management and Budget, Government Support Services is requesting bids on fleet maintenance and repair services for approximately 3,000 vehicles across all state agencies and eligible entities including school districts, municipalities, and higher education institutions, with bids due July 15, 2026 at 3:00 p.m. EST and written questions due July 1, 2026.

The fleet comprises predominantly Chevrolet, Ford, Dodge, and Toyota sedans, trucks, and vans, plus over 120 pure electric vehicles. Services are divided into preventive maintenance (PM inspections at intervals PE, A, B, C, H, and O for gas and diesel vehicles) and additional repairs. Bidders are not required to service all makes and models but must clearly identify supported manufacturers and service limitations. Key qualification areas include ASE and manufacturer certifications, diagnostic tool capabilities, electric-vehicle service readiness with high-voltage safety protocols, warranty processing and recall verification procedures, transmission repair capability, and ability to service paratransit vans with wheelchair ramps. Typical turnaround times, parts discount structures, and repair approval workflows are also evaluated.

The contract runs two years from December 1, 2026 through November 30, 2028, with three optional one-year extensions through negotiation initiated no later than 90 days before termination. Prices remain firm for the contract term. The State reserves the right to make multiple awards by geographic region, service category, and manufacturer capability. Services are supplied on an F.O.B. destination basis with freight prepaid; bidders must specify the distance they will travel for vehicle pickup and delivery. Mandatory insurance includes Worker's Compensation, Commercial General Liability of $1 million per occurrence and $3 million aggregate, and Automotive Liability with $1 million combined single limit for bodily injury and $250,000 property damage. Bid and Performance Bonds are waived. No guaranteed minimum quantities apply. Bidders must submit monthly usage reports and, if applicable, quarterly subcontracting reports documenting diversity supplier participation. Award is expected within 30 days of bid opening. Written answers to questions will be posted by July 8, 2026.
