About this opportunity
The Florida Department of Health (Department) is issuing an Invitation to Negotiate (ITN) for a Fiscal Fiduciary Agent to provide fiscal management services for the Ryan White HIV/AIDS Program (RWHAP) Part B. The selected respondent will be responsible for managing grant funds, procuring a network of direct client service providers, processing invoices, and ensuring funds are used for allowable RWHAP Part B services in compliance with applicable requirements. The Department estimates an annual allocation of $36,380,000 for these services, with a minimum of 93% required to be used for direct client services. Respondents must demonstrate experience managing grant funds, procuring service provider networks, and maintaining sufficient infrastructure and cash flow to fulfill the fiduciary responsibilities. The Department will evaluate and negotiate with the most highly ranked respondents to determine the best value solution. Key dates include the deadline for submitting questions on July 15, 2024, the deadline for submitting replies on August 5, 2024, and the anticipated date for posting the intent to award on September 16, 2024.
The ITN covers services across the state of Florida, including the jurisdictions of Leon County and Tampa City. The Department stated that it will not require the selected Fiscal Fiduciary Agent to implement a competitive bid process prior to entering a contract, and current providers may continue services. Transition of existing services will be discussed during negotiations. The Department intends to avoid interruption in services to any clients. No specific set-aside designations or restrictions on the types of organizations that can respond were provided. The Department will define geographical service areas, and reallocation of funds across those areas will be allowable.
