About this opportunity

The City of Newark, New Jersey Department of Administration is procuring fire equipment and installation services through Invitation to Bid (ITB #2026-001) for Essex County. The procurement requires the purchase and installation of eight 60-pound capacity firefighter extractors designed to NFPA standards and eight fire bunker gear drying cabinets with adjustable temperature and airflow controls at four designated Newark fire stations located at 360 Clinton Avenue, 87-89 Elm Road, 714-716 Mount Prospect Street, and 345 South 9th Street. The scope of work encompasses complete installation services including water supply connections, electrical wiring compliant with local codes, and any required masonry or structural modifications necessary to accommodate equipment placement. All equipment must include a minimum one-year warranty covering parts, labor, and installation, with all pricing required to be firm and fully inclusive of labor, materials, equipment, transportation, shipping, installation, and all other expenses necessary to complete the work. The successful bidder will be determined as the lowest responsive and responsible bidder in accordance with New Jersey law. Electronic bids must be submitted through the City's ProcureNow portal by 10:15 a.m. on Tuesday, February 10, 2026, with a public bid opening and reading immediately following; the deadline for submitting questions is February 3, 2026, at 12:00 p.m., and no pre-bid conference will be held. Delivery and installation must occur during normal business hours (8:30 a.m. to 4:30 p.m.) with at least 24 hours' advance notice, subject to City inspection and approval.

Bidders must comply with all New Jersey statutory requirements including prevailing wage standards for public works, affirmative action provisions, business registration certification, anti-discrimination laws, and Americans with Disabilities Act compliance. Successful bidders are required to provide workers' compensation insurance with minimum limits of $200,000 per person and $300,000 per accident for bodily injury, general liability insurance, a New Jersey Business Registration Certificate, a non-collusion affidavit, a statement of ownership disclosure, and various compliance certifications regarding investments in Iran, Russia, and Belarus. Additional mandatory documentation includes completed W-9 forms and a Federal Non-Debarment Certification confirming that the vendor is not debarred from federal government contracting. The City of Newark is exempt from sales, use, and excise taxes. No specific contract award value or budget range is provided in the procurement documents, though the contract is subject to availability of appropriated funds and may be terminated for convenience with 60 days' notice or immediately for default. The contract may be renewed subject to annual appropriation of funds, and the City reserves the right to reject any and all bids and to award to multiple vendors if deemed necessary.
