About this opportunity

The City of Santa Monica Fire Department is issuing a Request for Proposal (RFP #472) for the procurement of four new, unused custom Type 1 Fire Engines and two new, unused custom Tractor Drawn Aerial Trucks, with proposals due by June 11, 2026, at 3:00 p.m. Each Type 1 Fire Engine must feature a Cummins X12 500 HP diesel engine, 1500 GPM single-stage pump, 500-gallon water tank with integrated foam storage, Allison 4000EVS transmission, and comprehensive NFPA 1901 and 1900 compliance, with delivery required within 1,095 days of contract execution and penalties of $100 per day for delays beyond day 1,096. Each Tractor Drawn Aerial must include a 100-foot telescoping aerial ladder with minimum 500-pound tip load at 0 degrees with no operational restrictions, enclosed tiller cab, dual-steering tractor unit, and comprehensive hydraulic and electrical systems, with delivery required within 1,460 calendar days and similar delay penalties. All apparatus must include communication equipment, comprehensive factory inspection trips (three at bidder expense, with a fourth "Final Final" inspection at bidder expense if deficiencies remain after standard final inspection), and extensive warranty coverage including five-year bumper-to-bumper warranties, ten-year structural warranties on cabs and bodies, and specialized warranties on engines, transmissions, and other components. Vendor qualifications must include at least three years of recent fire apparatus manufacturing experience, three years of Southern California fire department experience, current Fire Apparatus Manufacturers Association (FAMA) membership, ISO 9001 certification, product liability insurance of at least $30,000,000, and an authorized service facility within 100 miles of Santa Monica staffed with factory-trained or ASE/EVT/CFMA-certified mechanics. Proposals are evaluated on seven criteria totaling 100 points: cost (20 points), references (10 points), quality control (10 points), experience and technical competence (20 points), apparatus specifications and drawings (10 points), value-added services (10 points), and ability to meet work plan (20 points). The question submission deadline is May 14, 2026, and all apparatus must be manufactured in the continental United States with F.O.B. destination delivery on a delivered and accepted basis.

No specific set-asides for disadvantaged enterprises, small businesses, or other designated categories are detailed in the RFP documentation. Contractors must comply with the City of Santa Monica's Living Wage Ordinance (Chapter 4.65) if contract services exceed $54,200, and vendors located in or conducting business in Santa Monica must obtain appropriate business licenses and comply with prevailing wage requirements for public works projects. Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence, Automobile Liability coverage of $1,000,000 per accident, and Workers' Compensation insurance per California requirements, with the City named as additional insured. The manufacturer must establish a single-point warranty contact and maintain service capability with mobile response within twenty-four hours during normal business hours, and must pay the City $250 per calendar day per vehicle for any apparatus remaining out-of-service beyond forty-eight hours due to warranty defects, with additional penalties for defects not corrected within twenty days. All apparatus must include comprehensive documentation including owners' manuals, as-built schematics, NFPA compliance certificates, and FMVSS certifications, along with three eight-hour operator training sessions and complete service manuals. No incumbent vendors or budget ranges are specified in the available documentation, though the contract term is five years exercised at the City's sole discretion, and the City reserves the right to reject any and all proposals without obligation to select the lowest-cost proposer.
