About this file
This is a warranty specification document for the City of Santa Monica Fire Department pertaining to four new Type 1 Fire Engines and two new Tractor Drawn Aerial Trucks. The apparatus manufacturer must provide comprehensive warranty coverage beginning on the approved in-service date, with a primary warranty period of five years covering all systems, components, and parts on a bumper-to-bumper basis with no exceptions, excluding only routine maintenance and damage from abuse or neglect. Extended warranties are required for specific components, including ten-year coverage on paint coatings, cab and body structure, and the engine charge air cooler and radiator; a lifetime warranty on frame rails and sub-frames not to exceed twenty years; five-year warranties on the Cummins engine, Allison transmission, and Meritor rear axle; ten-year structural and corrosion warranties on the cab and body; and specialized warranties from component manufacturers including Hendrickson suspension, Hale fire pumps, and Akron brass valves. The manufacturer must establish a single-point warranty contact and maintain a service facility within a one-hundred-mile radius of Santa Monica Fire Station #1, staffed with factory-trained or ASE/EVT/CFMA-certified mechanics capable of mobile response within twenty-four hours during normal business hours.
The manufacturer bears all costs for apparatus transportation and towing related to warranty repairs and must pay the Santa Monica Fire Department $250 per calendar day per vehicle for any apparatus remaining out-of-service beyond forty-eight hours due to warranty defects, with penalties accruing from the next business day following notification. An additional $250 daily penalty applies to any warranty defect not corrected within twenty days of manufacturer notification. The manufacturer must acknowledge all warranty repair requests within one business day and provide written responses indicating approval or rejection with proposed remedies. The Santa Monica Fire Department retains the option to perform warranty repairs internally and be reimbursed at the current SM DOT Transit Mechanic II/Fire Mechanic shop rate plus actual parts costs, with the manufacturer required to reimburse all invoices within thirty days of receipt. The manufacturer must provide all service and parts manuals, operator's manuals, component data, training programs for maintenance personnel and operators, and loose equipment including performance reports and certification documents, with failure to provide this documentation resulting in non-acceptance of the apparatus.
