About this opportunity
The City of Palo Alto is soliciting proposals for comprehensive annual medical examinations and testing services for its Fire Department, targeting approximately 60 firefighters through a detailed Request for Proposals (RFP #RFP194144). The procurement requires a medical services provider to conduct at least 7 onsite visits, including four visits for lab sample collection and Purified Protein Derivative (PPD) testing, and three full examination days from 7am-5pm at Station 6. Specific testing requirements include mandatory PPD testing for all personnel, Prostate Specific Antigen (PSA) for males over 39, and serum Cholinesterase for HAZMAT personnel. The comprehensive physical examination package encompasses physician examinations, standard laboratory tests, cardiovascular stress testing, body composition analysis, pulmonary function, and vision screening. Optional services include behavioral health assessments, skin cancer screenings, ultrasound screenings, additional blood tests, functional movement assessments, chest X-rays, and cardiac risk blood marker testing. The proposal submission deadline is Tuesday, October 14, 2025, before 3:00 pm, with firms required to submit separate technical and cost proposals, along with a detailed questionnaire about their background, experience, and qualifications.
The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Proposers must submit evidence of financial stability, such as audited or reviewed financial statements, or a letter of good standing from a financial institution. The contract will be structured as a Not-To-Exceed Budget Per Task, with progress payments based on project completion percentage, and no upfront payments or deposits will be accepted. While specific award values are not directly stated in the documents, the proposal includes a cost proposal document with a flexible pricing structure for the comprehensive medical services. The medical services will be performed on-site at the fire stations, with the potential for scheduling flexibility to accommodate personnel across 6 fire stations and fire administration. The contract appears to be for a one-year term, with potential pricing adjustments for subsequent years, requiring 30-day advance notification of any price changes. Mandatory vaccines including Hepatitis B, Tetanus, MMR, and Varicella will also be offered as part of the comprehensive health screening.
