The Incorporated County of Los Alamos is soliciting bids through Invitation for Bids (IFB26-22) for the Finch Street Extension project, a roadway construction initiative involving the extension of Finch Street from the end of 35th Street through the Los Alamos Medical Center parking lot to Trinity Drive (NM 502). The project scope includes constructing a new roadway with full depth paving, basecourse and subgrade work, lighting, curb and gutter, drainage, and striping; reconfiguring the Los Alamos Medical Center's existing parking lot with asphalt surface improvements; relocating the medical center's driveway to connect with the new Finch Street extension; constructing new sidewalks and pedestrian ramps along Finch Street; and installing a new right turn lane from Trinity Drive onto the new Finch Street connection. Bids were advertised on April 9, 2026, with a non-mandatory pre-bid conference scheduled for April 15, 2026, at 11:00 a.m. MDT, available in both in-person and Microsoft Teams formats. Bids are due by 2:00 p.m. MDT on April 28, 2026, submitted exclusively through the County's electronic Procurement Portal (Euna Procurement powered by Bonfire), with an anticipated award date of May 19, 2026, and substantial completion targeted for November 20, 2026. Successful bidders must be licensed New Mexico contractors with proper classifications, submit a bid bond equal to five percent of the bid amount, provide proof of New Mexico Contractor's License, submit certifications of debarment, proof of registration with the New Mexico Department of Workforce Solutions, and complete all required forms including campaign contribution disclosures. Upon award, the successful contractor must execute performance and labor/materials bonds equal to 100 percent of the contract price, provide general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and comply with prevailing wage requirements under the New Mexico Public Works Minimum Wage Act and NMDOT Standard Specifications.

Los Alamos County offers procurement preferences to qualifying bidders, including a Local (Los Alamos) Business preference (0.95 multiplication factor on bid price) for companies incorporated in New Mexico with principal offices in Los Alamos County, as well as preferences for New Mexico Resident Businesses, Native American Resident Businesses, Resident Veterans, and Native American Resident Veterans, subject to specific revenue limitations for certain categories. Bidders seeking preference consideration must submit valid preference certificates with their bids in accordance with Los Alamos County Code Section 31-261(b) and New Mexico State Law Section 13-1-21 et al., and the County reserves the right to verify all submitted information and deny requests if applicants do not meet applicable requirements. All work must comply with the 2019 Edition of NMDOT Standard Specifications, supplemental technical specifications, and special provisions including requirements for storm water pollution prevention, traffic control, Americans with Disabilities Act (ADA) compliance, and asbestos handling procedures. The project is divided into four distinct bid items: Finch Street roadway work, Finch Street utilities, Los Alamos Medical Center parking lot improvements, and Los Alamos Medical Center parking lot utilities, with a deductive alternate option consisting of asphalt patching and fog seal of existing pavements. No specific contract award value or budget range is disclosed in the solicitation documents, though the County reserves the right to accept or reject any or all bids without cause and will award the contract to the lowest responsible and responsive bidder in accordance with Los Alamos County Ordinances.
