About this opportunity
The Town of Manchester, Connecticut is seeking sealed bids for project Bid No. 23/24-26, which involves fence replacement and concrete repairs at the Cheney Trail Bridge over Center Street. The procurement requires removing approximately 320 linear feet of existing ornamental steel and chain link fence, re-coring existing concrete walls, installing a new 4' high ornamental steel fence, and repairing deteriorated concrete at three specific locations. Contractors must submit bids electronically through the town's eProcurement Portal by 2:00 pm on September 28, 2023, with a projected project completion timeline of fifty (50) working days. The project is anticipated to commence on or around October 16, 2023, with a mandatory winter shutdown period between November 15th and April 1st. Bidders must provide a bid bond or cashier's check for 5% of the total bid price, submit various compliance documents, and meet living wage and insurance standards. Evaluation will likely focus on contractor qualifications, project understanding, technical approach, and compliance with specified requirements.
The procurement includes specific set-aside and participation requirements for Disadvantaged Business Enterprises (DBEs), with the Connecticut Department of Transportation expressing a preference for 1st tier DBE subcontractors. Certified DBE firms will only be approved for work in their specific certified areas, with trucking firms required to self-perform at least 30% of their contract value. Contractors must comply with numerous federal and state regulations, including equal employment opportunity laws, prevailing wage requirements, and non-discrimination provisions outlined in the Connecticut Commission on Human Rights and Opportunities guidelines. While a specific budget range is not explicitly stated, the project involves comprehensive infrastructure improvements with liquidated damages of $500 per consecutive calendar day for delays beyond the completion date. The town will retain 5% of the contract amount for one year after substantial completion to ensure work quality, and contractors must demonstrate qualifications through references and compliance with local regulations including the town's living wage ordinance.
