Broward County is seeking an open-end contract for FEMA-compliant fabrication and refurbishment of water and wastewater control panels, targeting Water and Wastewater Services and other county agencies. The solicitation requires vendors to design, fabricate, install, and refurbish multiple types of control panel enclosures, including control circuit panels, service entrance enclosures, 120V AC control power transformer enclosures, connection panels, and automatic transfer switch (ATS) panels for lift stations and master pump stations. Contractors must have a minimum of three years of experience in control panel fabrication, demonstrate capability to work in corrosive environments, and respond to work orders within two hours of notification. All control panels must be UL-listed, manufactured in compliance with UL 508 standards, and come with a minimum three-year warranty.

The solicitation does not specifically designate set-aside status for disadvantaged enterprises, though vendors must complete various compliance forms including an Anti-Human Trafficking Affidavit and Criminal History Screening Practices Certification. Contractors must possess either a State Certified Electrical Contractor license or County Master Electrical Contractor license. The contract includes annual pass-through allowances totaling $22,500, broken down into Materials and Equipment ($15,000), Security Badge and Non-Broward County Agency Permits and Fees ($2,500), and Specialty Subcontractor Services ($5,000). Vendors are required to perform 100% of the contract work without subcontracting and must maintain comprehensive insurance coverage, including General Liability of $1,000,000 per occurrence, Auto Liability of $500,000, and Workers' Compensation at statutory limits. The initial contract period begins June 1, 2026, and terminates one year from that date, with no guaranteed minimum quantity specified. Payment will be based on actual quantities delivered and services performed, with differentiated hourly labor rates for standard and non-standard/emergency hours.
