The solicitation seeks a single vendor physically located in New Hampshire to develop, facilitate, and coordinate family and community support groups for families affected by substance use disorders and co-occurring mental health disorders, with statewide service availability as a core requirement. Key deliverables include establishing and maintaining family support groups with a minimum of 100 monthly participants in the first year, recruiting and training a minimum of five new facilitators within 120 days and five annually thereafter, developing an approved facilitator training curriculum within 90 days, conducting quarterly stakeholder meetings with NH Doorways providers, 2-1-1 NH, public health networks, recovery community organizations, and other partners, offering suicide prevention training a minimum of four times annually, providing 15 scholarships for community members to become facilitators, conducting quarterly focus groups to assess needs and identify service gaps, and creating comprehensive digital and internet-based marketing materials. The vendor must demonstrate substantial experience developing, facilitating, and coordinating support groups for families affected by substance use and co-occurring disorders, including participation in relevant workgroups and advisory councils; explain methodology for identifying needs for new support groups; identify community partnerships and leverage strategies; describe organizational capacity with detailed staffing plans including full-time equivalent positions and key personnel qualifications; detail facilitator qualification standards and training plans with free training provision; and present strategies for ensuring maximum participation through creative outreach, sample meeting schedules, and marketing approaches. Evaluation will be based on 1,000 total possible points, with 700 points allocated to technical response addressing five mandatory questions and 300 points for cost proposal, requiring a minimum of 400 points during preliminary technical scoring to advance to cost evaluation. Critical deadlines include an optional Letter of Intent submission by March 13, 2026, vendor questions deadline of March 13, 2026 at 12:00 PM Eastern Time, Department response to questions on March 27, 2026, and solicitation response due date of April 8, 2026 at 12:00 PM Eastern Time, with electronic submission required to rfx@dhhs.nh.gov. The contract is effective July 1, 2026 through June 30, 2027, with the Department reserving the right to extend services for up to two additional one-year periods.
The solicitation identifies no set-asides or disadvantaged enterprise restrictions, contains no incumbent vendor information, and does not identify existing infrastructure or technology requiring integration. Vendors must comply with extensive regulatory requirements including Title VI civil rights provisions, Culturally and Linguistically Appropriate Services standards, HIPAA and state privacy law compliance, criminal background checks and registry searches for all service providers, and comprehensive data security standards per Department specifications. All responding vendors must register with the NH Department of State, NH Department of Administrative Services, and potentially the NH Department of Justice Charitable Trust Unit prior to contract execution. The vendor must maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate and obtain workers' compensation coverage if applicable. The total funding available is $110,000 for State Fiscal Year 2027 from General Funds, with monthly payments based on approved budgets to be submitted upon notification of award, and the indirect cost rate for non-federal funding capped at 15% or the vendor's federal Negotiated Indirect Cost Rate Agreement, whichever is lower.
