About this file

This is Appendix E of a Request for Proposal (RFP-2027-DBH-03-FAMIL) issued by the New Hampshire Department of Health and Human Services for Family Support Coordinator Services. The document outlines five mandatory technical response questions that vendors must address in detail. Respondents are required to demonstrate their organization's experience developing, facilitating, and coordinating support groups for families affected by substance use disorder (SUD) and co-occurring disorders (COD), including involvement in workgroups, advisory councils, and committees. Vendors must also explain their methodology for identifying the need for new family and community support groups, identify community partners and explain how partnerships will be leveraged, and describe their organization's overall capacity to perform the full scope of work with a detailed staffing plan submitted in Appendix F that includes organizational charts, full-time equivalent (FTE) positions, and qualifications of key personnel.

Additional mandatory responses address facilitator qualifications, training plans, and information-sharing mechanisms to ensure support group leaders possess necessary skills and understanding of SUD/COD challenges. Vendors must detail how they will ensure maximum participation through creative outreach methods, provide a sample meeting schedule, and develop marketing and partnership strategies to reach families in need. The response must include plans for respecting family privacy in group settings and ensuring all facilitator training is provided at no cost to participants. There is no specified page limit for Appendix E or associated attachments, allowing vendors to provide comprehensive responses to demonstrate their capability and approach to delivering family support services.
