About this opportunity

Tuolumne County is requesting proposals for chemical herbicide release work on approximately 973 acres within the Rim Fire burn scar under RFP-2025-0147, with proposals due September 23, 2026 by 12:00 p.m., and herbicide application to be completed by October 31, 2026 or upon the first significant rain event, whichever occurs first.

The scope comprises herbicide application across 26 units spanning four Record of Decision regions to reduce competing vegetation around planted conifer seedlings established during spring 2025 and 2026 reforestation efforts. The contractor must provide all herbicides, adjuvants, dyes, equipment, labor, and supervision and is responsible for all project costs. Pricing is submitted on a cost-per-gallon basis; total herbicide requirements range from 29,211.66 gallons minimum to 58,423.32 gallons maximum across all units.

Minimum qualifications include three years of experience in herbicide application within forested environments, a current California Agriculture Pest Control Operator License with Category E (Forest), Pest Control Business License, and Farm Labor Contractor registration (Form WH510). All on-site personnel must hold proper licensure and certifications. Commercial General Liability insurance of at least $2,000,000 per occurrence, Automobile Liability of at least $1,000,000, and Workers' Compensation with statutory limits are required. The contractor must attend pre-work and in-field kickoff meetings prior to operations.

The contract term runs from execution through December 31, 2026, with potential extension for up to six one-month terms subject to adequate funding, demonstrated contractor performance, and continued County need. Proposals are evaluated on qualifications and experience (30%), service delivery and methodology (30%), and reasonable cost of service (40%), with award to the proposer offering best value to the County. Work is performed on behalf of the Yosemite Stanislaus Solutions Collaborative in partnership with the USDA Forest Service, Stanislaus National Forest, under a Master Stewardship Agreement.

Opportunity text

The County of Tuolumne is seeking proposals from qualified individuals to conduct chemical herbicide release work related to the Master Stewardship Agreement the County has with the USDA, Forest Service, Stanislaus National Forest, on behalf of the Yosemite Stanislaus Solutions (YSS) Collaborative.

The County intends to select Contractors that meet the specifications of this Solicitation based on best value.

The Fall 2026 Herbicide Release Project consists of chemical herbicide release work to be conducted in accordance with the specifications and alternatives approved in the Rim Fire Restoration and Reforestation Record of Decisions (ROD). The work will be conducted on approximately 973 acres within the Rim Fire burn scar in Tuolumne County and will not exceed the maximum gallons of herbicide.

The units included in this project consist of planted seedlings that, at the time of planting Spring 2025 and 2026, did not have sufficient competing vegetation or targeted species present to warrant release treatment. As a result, release work was not necessary or appropriate at that time. These units have since developed sufficient competing vegetation and/or targeted species around the planted seedlings and now require release treatment to reduce competition and support the establishment and growth of the planted seedlings.

Herbicide application shall commence no later than the date of contract execution and shall be completed no later than October 31, 2026, or upon the occurrence of the first significant rain event that prevents further application, or upon senescence of deciduous vegetation, whichever occurs first.
