About this opportunity

Cartersville City Schools is requesting proposals for Construction Management at Risk (CMaR) services for facility renovations and new construction at Cartersville Middle School, with proposals due October 1, 2026 at 2:00 PM EST and a mandatory pre-proposal conference on September 15, 2026 at 10:00 AM EST. The project scope encompasses standing seam metal roof replacement (145,000 SF at $3.2 million), interior restroom modernization ($570,000), flooring replacement in classrooms and corridors ($2.1 million), two new classroom additions totaling approximately 24,700 SF ($8.7 million), site upgrades with drainage remediation ($880,000), and minor modifications to existing structures ($50,000). All renovation work must occur during nights, weekends, school holidays, and summer break to minimize disruption to the existing 172,700 SF building.

The total project budget is $15.5 million. The anticipated preconstruction period runs November 2026 through March 2027, with construction beginning May 2027 and completion scheduled for July 2028. The selected contractor will execute an AIA A133-2019 Construction Manager as Constructor Agreement with a Guaranteed Maximum Price finalized upon contract execution and must provide 100% performance and payment bonds, maintain general liability insurance of at least $1 million per occurrence, and comply with Immigration Reform and Control Act and Georgia Security and Immigration Compliance Act requirements. The contractor must demonstrate a quick ratio of 1.0 or higher, an Experience Modification Rate of 1.1 or less over the past three years, current Georgia bonding capacity, and appropriate Georgia licensing.

Proposals are evaluated on firm overview (5%), proposed management team (25%), K-12 construction experience (20%), CMaR approach (5%), project schedule (5%), claims history (5%), financial information (10%), contractor fees (15%), and local participation (10%). Contractor fees will serve as the basis for negotiation with the highest-ranked firm; if terms cannot be agreed, negotiations proceed to the second-ranked firm. Questions are due September 22, 2026. Eight hard copies and one electronic copy (.pdf on thumb drive) submit to Walter Altman, Altman + Barrett Architects, 117 West Main Street, P.O. Box 665, Hahira, GA 31632. Shortlist selection or successful contractor announcement is scheduled for October 9, 2026, with final announcement on October 23, 2026.
