About this opportunity

The West Virginia Parkways Authority is soliciting bids on extruded aluminum sign panels to establish an open-end supply contract, with bids closing September 16, 2026 at 10:30 a.m. Questions were due September 9, 2026. No set-asides or local-vendor preferences are indicated.

The scope comprises two panel types: 12-inch Type C panels and 6-inch Type B panels, both manufactured to Alloy 6063-T6 per ASTM B221 with Class 1 or Class 2 chemical conversion treatment per ASTM B449-93 (2022). Panels are supplied in lengths ranging from 5 to 25 feet in six-inch increments. Estimated quantities are 100,000 linear feet for each panel type, stated for bidding purposes only with no minimum order quantities per delivery. Manufacturer specification model number 30102306 is required. Vendors must deliver orders of 4,000 linear feet or less within 64 calendar days and remaining quantities within an additional 64 calendar days. Delivery is F.O.B. destination to WVPA's central location in Beckley, West Virginia, with all delivery costs included in the unit price. Vendors must maintain a primary contract manager available during business hours, provide quarterly and annual purchase reports, and certify sufficient material availability and production capacity. Manufacturer certifications are required at first delivery and upon request.

All bids must be submitted electronically through wvOASIS Vendor Self Service at www.wvOASIS.gov. Pricing is firm for the life of the contract unless otherwise specified. The apparent successful vendor must submit performance bonds, labor/material payment bonds, Commercial General Liability insurance (up to $2,000,000 combined single limit), Comprehensive Automobile Liability insurance, workers' compensation proof, and a valid West Virginia contractors license prior to award. Payment occurs in arrears only after delivery and acceptance. The contract is contingent upon appropriated funds and becomes void July 1 if funding is not appropriated for the following fiscal year. The contract contact is Wesley D Vandall at 304-932-0799 or wvandall@wvturnpike.com. Addendum 1 was issued September 10, 2026 clarifying specifications and vendor questions regarding chemical treatment requirements and order minimums.
