About this file

This attachment to a solicitation document for the City and County of San Francisco describes the scope of work for the West SF CPA Repair Project, a Micro LBE Set-Aside contract involving playground safety surface replacement and equipment repairs at two locations: Sunset Recreation Center (2201 Lawton Street) and McCoppin Square Playground (1200 Taraval Street). The project requires installation of approximately 6,035 square feet of safety surface at Sunset Rec and approximately 4,900 square feet at McCoppin Square, including poured-in-place (PIP) safety surfaces using TPV Supreme pour-in-place material at high-use areas under swings, slides, and teeter totters, and synthetic turf (Tot Turf) at lower terraces. Equipment repairs at Sunset Rec include replacing springs on the Wobble Pod, replacing monkey bars on the Bow Ladder, and replacing beams, footings, and chains on the Swiggle Stix. The specifications detail minimum sizing requirements for safety surfaces (4'x4' at slides, 8'-wide post to post at swings, and 3'x3' at teeter totters) and require contractors to verify fall heights and use zones prior to installation. Questions are due no later than Wednesday, March 11, 2026 at 5:00 PM, and bids are due by Wednesday, March 18, 2026 at 2:30 PM, with no pre-bid meeting scheduled; site visits may be arranged by contacting the project manager.

The engineer's estimate for this project is $608,000. The solicitation is a Micro LBE Set-Aside requiring a state-issued A License. Safety surfacing specifications require products from Robertson Recreational Surfaces (Tot Turf Supreme poured-in-place material and Tot Turf Synthetic Grass Proplay Elite 929) or approved equal products, with contractors responsible for any extra costs or delays associated with substitutions. The poured-in-place system must meet ASTM F1292 G-Max and HIC testing standards, achieve Class B fire rating, comply with ADA requirements, and maintain IPEMA certification. Synthetic turf infill must consist of Envirofill 12/20 mesh material, and all safety surfaces must be spring green color unless otherwise noted. Temporary construction fencing of approximately 200 linear feet is required at Sunset Rec and approximately 335 linear feet at McCoppin Square to secure the work areas during installation.
