About this opportunity
The City of Orlando is soliciting proposals for comprehensive event parking management and staffing services through Request for Proposal 26-0346, issued on April 6, 2026, with proposals due by May 6, 2026, at 2:00 PM local time. The procurement encompasses parking operations at multiple city venues, including the Kia Center (20,000-seat arena) and Camping World Stadium (65,000+ capacity), with services required before, during, and after scheduled performances. The contractor must provide trained parking staff to deliver exceptional customer service, manage traffic control, collect parking fees, monitor safety, and maximize parking revenue while minimizing operational expenses. Key deliverables include detailed management and operations plans, staffing capabilities documentation, training programs, and POS system specifications compatible with existing OSSI Mobile Attendant equipment. Mandatory minimum qualifications require five years in business with three years of experience serving similar large-scale event facilities. The contractor must maintain at least four bilingual Spanish-speaking employees, comply with a $15.00 per hour minimum living wage requirement, provide all safety equipment and uniforms, and contribute $2,000 annually toward employee appreciation events. A non-mandatory pre-proposal conference is scheduled for April 21, 2026, at 11:00 AM via Microsoft Teams, with written questions due by April 26, 2026, at 5:00 PM. Evaluation criteria include experience and management team qualifications (20 points), management plan quality (30 points), operations plan and staffing strategy (20 points), Veteran Business Enterprise participation (2 points), and price proposal (28 points). The contract term spans three years with optional extensions for up to three additional twelve-month periods, totaling a cumulative maximum of 72 months.
The RFP includes a Veteran Business Enterprise participation scoring component, though no specific set-asides for disadvantaged enterprises are detailed in the available documentation. The incumbent contractor is Metropolis (formerly SP Plus Parking), which currently operates parking services using OSSI's Mobile Attendant POS equipment alongside Ticketmaster for ticketing and Amano McGann for access and revenue control systems at the ThreatLocker Garage. The selected contractor must integrate with these existing systems and provide 14 POS wireless handheld devices for the Parking Division and 20 for Camping World Stadium, capable of processing credit/debit transactions and generating real-time reports. Pricing shall be submitted as fixed-fee rates with hourly breakdowns for additional work, covering all labor, equipment, uniforms, training, and operational costs with no separate expense reimbursement, plus a separate price proposal for POS equipment and software. The specific contract award value or budget range is not provided in the available documentation; however, City Council approval is required for contracts exceeding $100,000. The contractor assumes full financial liability for all cash handling, ticket stock, and revenue collection, with funds deposited to the City's designated account by close of business the following business day and credit card revenue transferred via wire or ACH within 72 hours.
