About this file

This document is Exhibit 3 of Request for Proposal 26-0346 issued by the City of Orlando, Florida, establishing general rules of conduct for employees of the contractor providing event parking services. The exhibit outlines mandatory behavioral and operational standards for all contractor personnel assigned to parking management and staffing duties at various city venues. Employees must clock in before duty, maintain professional and polite conduct at all times, and immediately report unusual incidents to their supervisor. The contract requires strict adherence to uniform policies, designated parking areas, and assigned duties, with employees prohibited from watching performances without paid admission or remaining on premises after duty completion.

The conduct rules establish explicit prohibitions on weapons and restraining devices, smoking, eating, gum chewing, or drinking outside designated break areas, and the use or influence of alcohol and drugs while on duty. Employees are forbidden from soliciting, accepting gratuities, or engaging in boisterous, profane, or uncivil language. Any employee appearing under the influence of alcohol or drugs during duty hours shall be immediately dismissed. The City reserves the right to request immediate removal of any contractor employee whose performance is deemed unsatisfactory, and contractors must maintain employee uniforms in compliance with policies to ensure they are worn only while on official duty at designated parking facilities.
