The Contractor shall provide comprehensive parking operations including traffic control, fee collection, customer service, safety monitoring, and revenue management for all scheduled events. The RFP requires submission of detailed proposals addressing mandatory minimum qualifications (five years in business with three years serving similar large-scale event facilities), management plans, operations plans, staffing capabilities, training programs, and POS system specifications. A non-mandatory pre-proposal conference is scheduled for April 21, 2026, at 11:00 AM via Microsoft Teams, with a question submission deadline of April 26, 2026, at 5:00 PM. Proposals must be submitted electronically by May 6, 2026, at 2:00 PM local time with public opening to follow. The contract term is three years with optional extensions for three additional twelve-month periods, up to a cumulative total of 72 months. Pricing shall be submitted on Attachment G as a fixed-fee price breakdown with hourly rates for additional work, covering all labor, equipment, uniforms, training, and operational costs with no separate expense reimbursement. A separate price proposal is required for POS wireless handheld devices, related equipment, and software. The Contractor must provide 14 POS devices for the Parking Division (ThreatLocker Garage) and 20 for Camping World Stadium, capable of processing credit/debit transactions, managing multiple events simultaneously, generating real-time reports, and integrating with existing systems (Ticketmaster, ParkMobile, Amano McGann). The Contractor must maintain a minimum of four bilingual Spanish-speaking employees, provide all safety equipment and uniforms, manage employee payroll and taxes, ensure Living Wage compliance at $15.00 per hour minimum for covered services, and contribute $2,000 annually toward employee appreciation events. The evaluation committee will score proposals based on experience and management team qualifications (20 points), management plan quality (30 points), operations plan and staffing strategy (20 points), Veteran Business Enterprise participation (2 points), and price proposal (28 points). The City reserves the right to reject any or all proposals, conduct discussions with short-listed proposers, and requires award approval from City Council for contracts exceeding $100,000.
