About this opportunity

The Maryland Department of Housing and Community Development is requesting proposals for Evaluation, Measurement, and Verification (EM&V) services supporting the EmPower Maryland Program, with proposals due August 27, 2026 and questions due July 21, 2026. This is an RFP (BPM050608) issued June 30, 2026.

An 8% Minority Business Enterprise (MBE) participation goal applies with no subgoals. Living wage requirements apply to this contract, which exceeds $100,000; contractors must identify performance location and comply with Tier 1 or Tier 2 wage rates accordingly. Contractors with fewer than 10 employees and contracts valued under $500,000 are exempt. Services must be performed within the United States.

The scope covers energy consulting and EM&V services for whole-building weatherization, HVAC services, follow-up services such as clean and tune operations, and customer education initiatives. Key personnel must hold at least three years of similar experience if the prime contractor possesses at least five years of EM&V experience for energy-saving programs within the last seven years, or at least two years of low-income program evaluation experience if the prime contractor demonstrates a minimum of three years of EM&V experience within the last seven years with at least two years evaluating low-income programs. Offerors must complete a Department of Human Services Hiring Agreement within five business days of award notification. Any personnel substitution after contract start requires prior written approval from the Contract Monitor. Contractor personnel must display company badges on state premises and cooperate with state security procedures.

The contract consists of a three-year base period with two optional three-year renewals. Pricing is structured as fully loaded hourly rates for eight job classifications: Project Manager, Program Analyst (Advanced, Mid, and Junior), Market Research Manager, Evaluation Specialist, Engineer—Energy Specialist, and Survey Specialist. The state estimates 10,800 hours annually during the base period and each option period. A pre-proposal conference was held July 14, 2026 with 22 vendors present. All deliverables and intellectual property created become state property. Proposals must be submitted via eMMA.
