About this file
This is a Professional Services Supplemental document for the State of Maryland, specifically the Department of Housing and Community Development (DHCD), related to an Evaluation, Measurement, and Verification (EM&V) contract for energy efficiency program services under the EmPower Maryland Program. The supplemental document outlines additional contractual requirements and compliance obligations that bidders must acknowledge and implement if awarded. The contract involves providing energy consulting services to ensure Maryland citizens have access to safe and affordable housing through energy efficiency initiatives.
The supplemental establishes several mandatory requirements for contract performance, including employee identification protocols requiring contractor personnel to display company badges at all times on state premises and cooperate with state security procedures. Bidders must complete a Department of Human Services (DHS) Hiring Agreement within five business days of receiving notification of recommended award. Any substitution of designated personnel after contract commencement requires prior written approval from the Contract Monitor, with unauthorized substitutions subject to contract termination for default. Services must be performed within the United States, and bidders are required to complete and submit a Location of the Performance of Services Disclosure with their proposals. Several sections marked as inapplicable to this RFP include security clearance requirements, on-site security requirements, HIPAA Business Associate Agreements, and Data Use Agreements.
