About this file
This is a Vendor Feedback Form and No Proposal Notice related to an Evaluation, Measurement, and Verification (EM&V) Request for Proposal (RFP) issued by the Maryland Department of Housing and Community Development (DHCD) for energy consulting services supporting the EmPower Maryland Program. The document serves as a formal notification to vendors who chose not to submit a proposal for the EM&V contract opportunity, which focuses on evaluating energy efficiency programs designed to ensure Maryland citizens have access to safe and affordable housing. The form provides vendors with an opportunity to communicate reasons for non-participation and feedback regarding the RFP process, timeline, requirements, or other factors that may have influenced their decision not to bid on this contract opportunity.
The No Proposal Notice and Vendor Feedback Form is a post-RFP administrative document rather than a contract document containing pricing terms, set-asides, or funding details. This document is intended to gather valuable market intelligence from the vendor community to inform DHCD's future procurement processes and contract management strategies. By collecting feedback from non-bidding vendors, DHCD can identify potential barriers to competition, assess the clarity and reasonableness of RFP requirements, and make improvements to increase vendor participation in future EM&V and energy efficiency program solicitations.
