About this file

This is a Pre-Proposal Conference Summary document issued by the Maryland Department of Housing and Community Development (DHCD) for the solicitation of Evaluation, Measurement, and Verification (EM&V) services related to energy efficiency programs. The conference was held virtually on July 14, 2026, with attendance from six DHCD representatives and twenty-two representatives from fifteen unique vendors. The primary focus of the EM&V services will be the EmPOWER Maryland Low-Income Energy Efficiency Program, though the successful contractor may also perform EM&V on other programs as required by funding sources. The contractor will evaluate comprehensive energy programs including whole building weatherization, HVAC services, follow-up services such as clean and tune operations, and customer education initiatives. The solicitation number is BPM050608, issued June 30, 2026, with a question deadline of July 21, 2026, at 2:00 p.m. local time and a proposal due date of August 27, 2026, at 2:00 p.m. local time. The contract term consists of a three-year base period with two additional three-year option terms available.

Offerors must meet one of two experience thresholds: either at least five years of EM&V experience for energy saving programs within the last seven years with key personnel holding at least three years of similar experience, or at least three years of EM&V experience within the last seven years with a minimum of two years evaluating low-income programs and key personnel possessing at least two years of low-income program evaluation experience. The RFP includes an 8% Minority Business Enterprise (MBE) participation goal with no subgoals, and vendors must address a Human Services Hiring Agreement requirement. All proposals must identify any exceptions to the RFP terms and conditions in the Executive Summary, with the understanding that the Department reserves the right to accept or reject such exceptions and cannot make substantive changes post-award. Offerors are required to review the mandatory state terms and conditions, submit proposals through the eMMA system following specific organizational instructions, and be prepared to submit additional required documents upon notice of contract award recommendation.
