About this opportunity
Universal EV LLC is soliciting competitive proposals for turnkey supply, installation, commissioning, operations, and maintenance of DC fast charging infrastructure at 1312 Carolyn Dr, Minonk, Illinois 61760 (Woodford County), funded through the Illinois NEVI Program, with proposals due June 26, 2026 at 12:00 PM Central Time. The procurement is subject to federal compliance requirements including the Build America Buy America Act (BABA), Davis-Bacon prevailing wage determinations, and 2 CFR Part 200, which filter eligible bidders.
The scope encompasses four 150 kW DC fast chargers (600 kW total capacity), one 500 kVA transformer, full electrical infrastructure, civil work including asphalt demolition and parking-stall conversion (reducing site parking from 46 to 42 spaces), concrete foundations and sidewalks, signage, and striping. All equipment must meet NEVI Technical Compliance under 23 CFR Part 680, including dual-port dispensers with CCS1 and NACS connectors, OCPP 2.0.1 compatibility, 97 percent uptime capability, and real-time FHWA reporting. Addendum No. 1 (issued June 11, 2026) clarifies that while the original RFP specified Tritium PKM150 150 kW chargers and Tritium rectification units as the design basis, alternative EVSE equipment meeting the specified minimum requirements will be evaluated on equal footing and is subject to owner approval and BABA certification.
Contractors must hold valid Illinois Electrical Contractor and General Contractor licenses, with at least one lead electrician or superintendent holding current EVITP Installer Certification. Minimum qualifications include two years of DC fast charging installation experience and three completed DCFC projects with client references. Required insurance includes Commercial General Liability of $2 million per occurrence/$4 million aggregate, Workers Compensation per Illinois law, and Automobile Liability of $1 million combined single limit, with Universal EV LLC and IDOT named as additional insureds.
The contract is fixed-price lump sum with a five-year warranty, five-year O&M plan (minimum quarterly preventive maintenance with 24/7/365 remote monitoring), and five-year Service Level Agreement guaranteeing 97 percent monthly uptime per port and 30-minute critical fault response. Evaluation criteria: price (30 percent), DCFC experience and references (20 percent), technical approach (15 percent), O&M plan quality (15 percent), SLA commitments (10 percent), qualifications (5 percent), and schedule (5 percent). Construction start is July 30, 2026, with substantial completion by August 30, 2026. Liquidated damages are $5,000 per calendar day for delays. Written questions are due June 18, 2026; pre-bid site visits may be coordinated on demand.
