About this file
This is Addendum No. 1 to a Request for Proposals issued by Universal EV LLC for NEVI EVSE (Electric Vehicle Supply Equipment) installation at 1312 Carolyn Dr, Minonk, IL 61760 in Woodford County. The addendum, issued on June 11, 2026, clarifies equipment specifications for the original RFP dated June 8, 2026, and does not change the proposal deadline of June 26, 2026. The project requires the supply and installation of DC fast charging infrastructure, originally specified as 4 x Tritium PKM150 CS DC Fast Chargers (150kW each) and 2 x Tritium PKM150 RU DC Rectification Units. Universal EV LLC has clarified that while these Tritium specifications represent the minimum performance standard and design basis, they are not mandatory requirements. Proposers are encouraged to submit alternative EVSE hardware that meets specified minimum requirements and will be evaluated on equal footing with Tritium equipment proposals.
Alternative EVSE equipment must satisfy comprehensive minimum requirements including NEVI Technical Compliance per 23 CFR Part 680 (minimum 150kW DC output per port, dual-port dispenser with CCS1 and NACS connectors, open access payment with credit/debit card and contactless RFID, QR code payment, OCPP 2.0.1 compatibility, 97% uptime capability, real-time data reporting to FHWA, UL certifications, NEMA Type 3R enclosure, ADA compliance, and cord length not exceeding 25 feet); Build America Buy America Act compliance with United States manufacturing and certification; technical compatibility with the existing approved engineering design; and Owner approval. Proposers submitting alternative equipment must include complete equipment specifications, applicable certifications, BABA compliance certification, OCPP 2.0.1 documentation, descriptions of any required design modifications with associated costs, and evidence of 97% uptime performance. All proposers must acknowledge receipt of Addendum No. 1 in their proposal submission. Questions regarding the addendum must be submitted in writing by June 18, 2026, to proposal@universalgreengroup.com.

This addendum may affect your decision to submit a proposal.
1. PURPOSE OF THIS ADDENDUM
Universal EV LLC issues this Addendum No. 1 to clarify the EVSE equipment specifications contained in the original RFP dated June 8, 2026. This addendum supersedes any conflicting language in the original RFP regarding EVSE equipment requirements.
2. CLARIFICATION — EVSE EQUIPMENT SPECIFICATIONS
The original RFP references the following as specified equipment:
Specified Equipment (Original RFP): 4 x Tritium PKM150 CS DC Fast Chargers (150kW) and 2 x Tritium PKM150 RU DC Rectification Units
Universal EV LLC hereby clarifies that the Tritium PKM150 specification represents the minimum performance standard and design basis only. It is NOT a mandatory equipment requirement.
Proposers are permitted and encouraged to propose alternative EVSE hardware, provided all requirements in Section 3 below are fully met. Proposals offering alternative compliant equipment will be evaluated on equal footing with proposals offering Tritium equipment.
3. MINIMUM REQUIREMENTS FOR ALTERNATIVE EVSE EQUIPMENT
Any alternative EVSE equipment proposed must meet ALL of the following requirements.
Failure to meet any single requirement will result in the proposal being deemed non-responsive for equipment compliance.
3a. NEVI Technical Compliance — 23 CFR Part 680
• Minimum 150kW DC output per charging port
• Dual port dispenser — both CCS1 (SAE J1772 Type 1 DC) and NACS (SAE J3400) connectors required per port
• Open access payment — credit/debit card with contactless RFID support required (no app or membership required)
• QR code payment option required
• Pricing clearly displayed at charger prior to session initiation
• OCPP 2.0.1 network protocol compatibility required

• Proposer must submit BABA compliance certification for all proposed equipment with their proposal
• If a BABA waiver has been approved for the proposed equipment, documentation of the approved waiver must be included
• Unsubstantiated BABA compliance claims will result in the proposal being deemed non-responsive
3c. Technical Compatibility
• Proposed equipment must be compatible with the existing approved engineering design (Nordic Asia Solutions, Project ID UNE-25-06/15)
• If alternative equipment requires design modifications, the proposer must identify and include the cost of all required redesign in their proposal price

• Approval will not be unreasonably withheld for equipment that meets all requirements above
• Owner reserves the right to request additional technical documentation to verify compliance
4. PROPOSAL SUBMISSION REQUIREMENTS FOR ALTERNATIVE EQUIPMENT
Proposers offering alternative EVSE equipment must include the following in their proposal:
1. Complete equipment specifications including model number, output ratings, connector types, certifications, dimensions, and operating temperature range
2. Copies of all applicable certifications (UL 2202, UL 2231-1, UL 2231-2, NEMA rating)
