About this opportunity

Universal EV LLC is soliciting proposals for a design-build DC fast-charging station at the Grand Vista Hotel, 11597 Scott Highway, Helenwood, Tennessee, with questions due November 10, 2026 and proposals due November 17, 2026. The listing lists Sullivan County (FIPS 47163) as the jurisdiction and its metadata shows an October 27, 2026 due date, but the RFP places the site in Scott County and sets the November 17 deadline.

Bidders must hold a Tennessee State Electrical License and EVITP certification. The RFP also requires a Tennessee-licensed professional engineer to seal the design packet, at least two years of DCFC installation experience, and three completed DCFC projects with references. Required insurance is Commercial General Liability of $2,000,000 per occurrence, Professional Liability of $1,000,000 per claim, and Automobile Liability of $1,000,000, with Universal EV LLC named as additional insured.

The scope covers two ABB Terra 184 or approved-equal dual-port chargers rated at 180 kW each, for 360 kW total with all four ports charging simultaneously. Chargers must meet CCS1 minimum, with NACS-capable equipment welcome, OCPP 2.0.1, open access, and contactless card, RFID, and QR payment. Civil work includes four stalls (three standard and one ADA-accessible), charger slabs, bollards, trenching, and asphalt cut and patch. Electrical work includes 277/480V three-phase service with a 600A main disconnect and 400A fused charger disconnects. Utility coordination with Plateau Electric Cooperative covers capacity verification on the existing 500 kVA transformer, a new utility pole, and metering. The contractor must also complete a five-year warranty, a five-year O&M plan with quarterly preventive maintenance and 24/7 remote monitoring, and a five-year SLA guaranteeing 97% uptime per port with 24/7 driver support in English and Spanish.

The contract is a fixed-price lump sum with 10% retainage and no stated dollar value. Utility fees and make-ready costs must appear as a separate itemized line in the price. The active hotel must remain open, so the contractor must phase work and preserve guest access, fire lane access, and parking. Anticipated construction runs March 1 through April 30, 2027, and anticipated award is December 16, 2026. A pre-bid site visit is available on request.

Evaluation weights are price and total cost at 30%, design capability and utility coordination at 15%, relevant DCFC experience and references at 15%, technical approach at 10%, and O&M plan and SLA quality at a combined 20%.
