About this file
This is a Proposed Site Plan document for an electric vehicle charging station project located at 11597 Scott Highway in Huntsville, Tennessee 37755, associated with a design-build contract opportunity for Grand Vista in Helenwood, TN. The project involves the installation of two dual-port DC fast chargers (ABB Terra 184 or approved equivalent), each rated at 180 kW with a combined capacity of 360 kW across four ports, utilizing CCS1 minimum and NACS-capable equipment with OCPP 2.0.1 protocol and open-access contactless payment options. The contractor is responsible for performing the site survey, geotechnical investigation, and providing a complete professional engineer-sealed design package from a Tennessee-licensed engineer. Utility coordination with Plateau Electric Cooperative includes service application verification, capacity assessment of the existing 500 kVA pole-mounted transformer, installation of a new utility pole, and metering equipment. Civil work encompasses four EV charging stalls (three standard and one ADA-accessible with access aisle), concrete foundations, steel bollards, trenching, asphalt work, and site restoration. Anticipated construction is scheduled for March 1 through April 30, 2027, with the contractor required to maintain active hotel operations, guest access, fire lane access, and coordinate work hours accordingly.
The contract is structured as a fixed-price lump sum with 10% retainage, and includes all permits, inspections, local authority approvals, and Tennessee 811 locates. The contractor must provide 277/480V, 3-phase electrical service with a 600A main service disconnect and 400A fused charger disconnects, along with commissioning and testing of every port. All utility fees and make-ready costs are included in the lump sum bid. Requirements specify that bidders must hold a Tennessee State Electrical License and EVITP certification. The contractor must also provide a five-year warranty, five-year operation and maintenance plan with quarterly preventive maintenance and 24/7 remote monitoring, and a five-year service level agreement guaranteeing 97% uptime per port with 24/7 driver support in English and Spanish. Pre-bid site visits are available upon request.
